Before Friday rush hour has finished rushing, the barricades go up, blocking off Fourth Street in downtown Winston-Salem.
Two hours later, at 6 p.m., the music starts. The crowd has already begun to gather, several hundred now, a thousand more on the way. Down in front of the stage, two people are already dancing, and more are sipping cold drinks, and getting ready to get up and dance.
